Community-led local development

Community-led local development

The community-led local development (CLLD) is one of the integrated approaches for territorial development for the period of 2014 – 2020 according to the Partnership Agreement of the Republic of Bulgaria.

CLLD is an approach for job creation by using the local capacity. The approach aims to improve the quality of life and to address the lagging in the development of local communities in rural and fishery areas, as well as in the areas with specific characteristics, listed in the National Concept for Spatial Development.

The CLLD is bottom-up approach. Local action groups (LAGs) are established covering areas between 10 000 and 150 000 inhabitants. The LAGs include representatives of local community stakeholders (municipality/municipalities, business, non-governmental organisations). The stakeholders define the LAG areas’ development priorities by ensuring maximum publicity and thereafter their incorporation into the Community-led Local Development Strategy. In implementation of the strategies, projects can be developed and can apply for funding by the EU structural and investment funds.

In 2014 – 2020 period, in addition to the European Agricultural Fund for Rural Development and the European Maritime and Fisheries Fund, the LAGs will be able to include in their Strategies measures eligible under the European Regional Development Fund and the European Social Fund.

The Operational Programme Environment 2014 – 2020 (OPE) through the European Regional Development Fund provides funding for LAGs for implementation of measures under Natura 2000 and biodiversity priority axis of the programme.

The eligible measures with funding under Natura 2000 and biodiversity priority axis for LAGs are:

1. Restoration of species and habitats of species in Natura 2000 sites, reported in unfavourable-inadequate conservation status.

2. Organisation and carrying of environmental events. This measure can be implemented separately when there are no species requiring the conservation measures in the LAG’s area.

Funding: Around 38 mln. BGN

The amount of the grant: 100% of the eligible costs.

Beneficiaries: Non-governmental organisations (incl. the LAGs), municipalities.
